CCC is committed to providing affordable housing and housing-related services throughout the Commonwealth of Virginia through developing, acquiring, owning, financing, and managing affordable properties.


Affordable Housing in Richmond
The latest data shows that although there are nearly 50,000 people living in the Richmond Metro who are considered extremely low-income, there are only 11,773 affordable and available rental homes. The need for affordable housing is clear and urgent.
A Commitment to Quality
In 2017, after conducting client surveys it became overwhelmingly clear that the single largest shared concern for every individual accessing CCC's programs, was a lack of affordable housing. Regardless of their initial reason for seeking CCC's assistance—refugee status, a young person aging out of foster care, a parent accessing supplemental food from the food pantry—each also shared a lack of access to affordable housing.
Without access to affordable housing, every other area of a person's life can be impacted. Often, families are left deciding between paying rent or other necessities like food, child care, and transportation. It's a terrible cycle that is extremely difficult to escape from. As housing costs rise across the country, thousands of individuals and families simply cannot keep up.
Since 2017, CCC has been committed to building quality, affordable housing that will benefit the entire community.
Community Development Projects

Oliver Hill Way
The development at 809 Oliver Hill Way will be a unique, one-of-a-kind space within a new, six-story mixed-use building.
Eighty new affordable apartments will be created for individuals and families, including units set aside for youth experiencing housing instability and foster care youth transitioning into independent living.
The building will include two community-serving retail spaces as well as an expanded Youth Hub where community partners can collaborate to better service Richmond area youth.

Semmes Avenue
Set at the edge of Springhill, a national historic district on the south side of the Lee Bridge in Richmond, 1903 Semmes Avenue is a collaboration between Commonwealth Catholic Charities and the Maggie Walker Community Land Trust, who awarded the project site to CCC. The project will bring 20 new senior living units with onsite amenities and a ground floor neighborhood market to the neighborhood.

St. Elizabeth Apartments
Once complete, the new housing development on the St. Elizabeth Catholic Church property will include fourteen buildings with 56 rental units. The development will include a neighborhood with a walking path to the local school and parish, and space for CCC's supportive services.
The project is a collaboration between St. Elizabeth, Richmond City, the Department of Historic Resources, the Catholic Diocese of Richmond, and CCC.
CCC is leading the development and expects to break ground in the summer of 2025.
