Permanent Supportive Housing

Permanent Supportive Housing (PSH) is a long-term housing solution designed for individuals and families who are experiencing homelessness and living with serious health challenges, including HIV/AIDS, mental illness, or physical disabilities. PSH combines affordable housing with ongoing support services to help people live more stable, independent lives.

Key Features of PSH 

Permanent Housing

There’s no time limit. Residents can stay as long as they need while paying affordable rent.

Supportive Services

Residents receive case management and are connected to resources such as healthcare, mental health services, substance use counseling, and more. 

Voluntary Participation

Services are offered, not required. Residents choose the support that works best for them.

Community Integration

CCC works with those enrolled in PSH to identify appropriate housing based on each individual’s needs to maximize connections with existing and new support networks. 

Who Benefits from PSH? 

PSH is especially helpful for people who:

  • Have experienced chronic homelessness

  • Live with a serious mental health condition

  • Need both housing and supportive services to maintain stability

Why PSH Works 

Studies show that PSH helps reduce homelessness, improves health outcomes, and lowers public costs by decreasing emergency room visits, hospital stays, and incarceration.

Who is eligible for PSH? 

To qualify, individuals typically must:  

  • Be experiencing chronic homelessness  

  • Have a documented disability (serious medical condition, physical impairment, mental health, or substance use disorder)  

  • Be prioritized and referred by the local Continuum of Care network which utilizes a coordinated community-based process to identify the most critical needs  

What services are included? 

PSH programs often include:  

  • Case management  

  • Mental health and substance use support  

  • Life skills training  

  • Help with accessing benefits and healthcare  

  • Employment and education support  

Do I have to pay rent? 

Yes, but rent is based on your income. Most participants pay no more than 30% of their monthly income toward rent. 

How long can I stay in PSH? 

PSH is not time-limited. As long as you continue to meet the program requirements, you can remain housed. 

Is participation in services required? 

While services are available to support your stability and independence, participation is voluntary. However, staying engaged can help you maintain housing and improve your quality of life.

Housing Assistance for People Living with HIV/AIDS in Virginia 

The Housing Opportunities for Persons with AIDS (HOPWA) program is a vital resource for individuals living with HIV/AIDS in Virginia. Offered through a partnership between Commonwealth Catholic Charities (CCC), the U.S. Department of Housing and Urban Development (HUD), and Virginia Department of Housing & Community Development (DHCD), and the CIty of Richmond, this program provides essential housing and support services. 

What HOPWA Offers 

If you are living with HIV or AIDS and facing financial hardship, the HOPWA program can help you stay housed and healthy. Services include: 

  • Rental Assistance/Homelessness Prevention – Short-term help to avoid eviction or loss of housing and maintain stability 

  • Utility Assistance – Support with electricity, water, and gas/oil bills Homelessness Prevention – Nutritional Support – Access to nutritional supplements as prescribed by a doctor 

  • Community Resources – Referrals to local services and support networks

  • Experiencing housing instability or financial hardship  

  • In need of supportive services to maintain housing
